Question Cloth on low level moonkin

Hi, I recently started a new moonkin on a F2P account.

I haven't played in a few years and was wondering if there is a penalty for wearing cloth gear? I vaguely remember there being such a penalty. Does that apply for low level?

Most of the time, no. The 5% int is so easily overdone with secondaries and more int on cloth gear before higher gear levels that you should not worry of it, the 5% also requires like level 40 or so.

At level 50 you get a passive that increases your intellect by 5% if you wear only leather armor. Until then there's no real drawback from cloth.

There's no real drawback to wearing Cloth while Leveling. I've used Cloth Heirlooms on a Boomkin all the way to Level 85 before. Just think that 5% Intellect Bonus for all Leather is going to be bigger the more Intellect you have (higher Level). Once you hit Level 85+ and Heirlooms stop working you can start focusing on just Caster Leather Gear while Questing in Pandaria.
