Looking to build a PC mainly to stream LoL/WoW. 2k Budget.

    Budget 2k
    Resolution 1920x1080
Games / Settings Desired League and WoW at max settings while streaming at 1080p.
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc) Streaming, little bit of video editing.
    Country USA
Parts that can be reused 120gb SSD
Do you need an OS? Windows 7 preferred if it can be fit in but I can probably just reuse my current OS.
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)? No

If your current OS is older than Windows 7 (e.g. Vista or XP) it is strongly recommended that you get Windows 7 or 8, so i will include it.

    PCPartPicker part list

    CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($229.99 @ NCIX US)
CPU Cooler: NZXT Kraken X40 98.3 CFM Liquid CPU Cooler ($89.97 @ OutletPC)
    Motherboard: ASRock Z87 Extreme4 ATX LGA1150 Motherboard ($134.99 @ Newegg)
    Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1866 Memory ($68.00 @ Newegg)
Storage: Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive ($82.99 @ NCIX US)
Video Card: MSI GeForce GTX 760 2GB Video Card ($249.99 @ Newegg)
Case: Fractal Design Arc Midi R2 (Black) ATX Mid Tower Case ($109.99 @ NCIX US)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($49.99 @ NCIX US)
    Optical Drive: Lite-On iHAS124-04 DVD/CD Writer ($14.99 @ Newegg)
    Operating System: Microsoft Windows 8.1 - OEM (64-bit) ($94.98 @ OutletPC)
    Total: $1125.88

This will do everything you asked for. As you can see, $2000 is not needed. There are however some points that can be changed, if you want a bit more:

CPU: i7-4770k instead. Won't give you any performance boost during gaming, even with streaming/recording. However the editing of recorded videos will go a bit faster.
RAM: If you want max out your budget, you could go for 2x8GB instead, but it's the same as the i7: No performance increase during streaming/gaming, but might make video editing a bit faster.
Storage: If you record with Fraps, it might be advantageous to get an additional drive as a dedicated fraps drive because this program produces massive files.
GPU: For the games you mentioned, a faster video card will do zip. If you however also want to play/stream more demanding games, you could get a GTX 770 or 780 instead.
OS: I picked Windows 8.1 because it is the newest and you will most likely get the longest lifetime out of it. If you insist on Windows 7, that's also fine atm. Just swap out for Windows 7 home premium 64bit.
Why do something simple, when there is a complicated way?
    Ryzen 7 2700X | BeQuiet Dark Rock Pro 4 | 16GB DDR4-3200 | MSI X470 Gaming Pro | MSI GTX 1070 Gaming X 8G | 500GB / 750GB Crucial SSD
Fractal Define C | LG 32UK550 | Das Model S Professional Silent | CM Storm Xornet

Biernot's build will do your streaming at max settings no problem.
Only thing I would change is the PSU, for a modular one.

If I wanted to stream triple A games like AC4 Sanctum 2 and other higher graphic games what would I change? Go to an I7 and a 780?

Depends, want higher settings? Then by all means get a 780.
No point getting a i7, shadowplay does the work from the built in encoder in 650 Ti Boost & higher GPU's.

The idea would be to be able to stream at max settings all the time.
