Loot coin drops T14

I know that there have been increases in the drop rate of loot in LFR HoF and ToES, but has this also affected the chance of getting loot in normal/heroic via the Elder Charms? After transmog but being on a low realm, getting a consistent group for it would be a bit of a pain at times.
