Help on a build with a tight budget

Just got married and moved across state, sometime during our honeymoon my pc and gaming consoles were stolen, fun. It ran WoW and some other stuff OK, but was kinda being a pain and I was looking to replace it anyway, but after wedding/honeymoon/holidays, kinda strapped for cash but REALLY want to get something together so I can play. What I had before was; AMD Phenom Quad 9950 @2.6Ghz / 4GB DDR2 / Crappy GPU. I've managed to get some stuff from friends and family (GPU, keyboard, mouse, monitors), but any help would be greatly appreciated.

    Budget: 400$ to start
Resolution: Hoping for 1920x1080 or as close as I can get
Games/Settings Desired: WoW / FFXIV: ARR
    Country: USA
Parts that can be reused: GTX 660, DVD Writer
Do you need an OS? Nope
    Do you need peripherals? Nope

I understand that 400$ isn't a lot to work with, but it's what I have currently available. I am all for breaking things up and buying parts at different times if I have to I suppose, I just need to know where to begin. I figured I would make this post after seeing something on Newegg about a build they had for sale >>>http://www.newegg.com/Product/ComboB...bo1525549-LM1A

Anyway, thanks so much for the help and I hope to be able to play games again soon!

    Tuff budget :/
@Apoc11 seems to have forgotten a hard disk?

This is the one I would recommend, it's very basic stripped from 'upgradable' parts. All the parts you can upgrade won't hinder you much until you do so:

It's still 104$ over your budget though.
When you upgrade this with aftermarket cooler, second RAM chip and an SSD it will run you for 3-4 years no problem, just might have to go from high to medium to low each year, if you play freshly released games.

Now, if you are really strapped for budget, then

    CPU: Intel Core i3-4330 3.5GHz Dual-Core Processor ($132.97 @ OutletPC)

But this build will not last you for as long as i5, you can still upgrade with additional RAM and an SSD but that's pretty much it. If you later want a better GPU you will be bottle necked by i3. Ofcourse depends what kind of games you play, for WoW the i3 will last you for another 5+ years

I can only second that. The 4670K is really worth it's money, and when your money problems resolve you can easily upgrade this build.
I run pretty much those exact parts (except for RAM, Case and PSU, and I have a 760 GTX and a SSD).
I strapped an aftermarket (Air-)cooler ontop of it and OC'd it to 4.0Ghz (which was surprisingly simple with the BIOS provided with that MB)

And while it's true that the i3 will run wow, the graphics quality will be quite limited in my assumption.

Tl;dr: If there is any chance you can squeeze the 4670K into your budget, DO SO. It will pay off later.

Cyrops, why haven't you gone for a 1TB HDD at only 10 cents more for the Caviar Blue?
