Nah, people put the space between the +/- and the number, but between the digits.

Dunno. Just Arlee came in and was talking about slowness and everyone was all like "it isn't slow!" and then this happened

It's improper and shouldn't be capitalised. Just like you don't capitalise "of" in titles. And the previous threads also didn't have it capitalised.
