About the patch

I haven't done any of the garrison campaign quest. Must you have completed them before you can get to tanaan/shipyard? Or do I just need a level 3 garrison? The wording in the notes confuses me :\ I can't tell if you have to have done the 12 weeks worth of campaign quest before hand...
It seems unlikely due to alts, but I wanted to check. Thanks

Current campaign is not required to start the new one or to build a shipyard/access Tanaan.
