help with first computer build please and thanks

my goal is to be able to play WoW at max settings in raids(right now my computer is pulling a spectacular 5 fps in LFR, was around 15-20ish at the beginning of the expansion) and eventually upgrade to where i can comfortably stream.

Budget: around $1,000 to begin, some wiggle room
    Resolution: 1920x1080
Games / Settings Desired: max settings in a 25m raid setting(or close to max, i would prefer the game look as good as it can for my budget)
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc): eventually upgrade to stream
    Country: USA
Parts that can be reused: none, it's a best buy computer and i'm pretty sure my video card is dying
Do you need an OS?: no
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)?: keyboard and mouse

thanks for taking the time to read this, i appreciate any feedback ^_^

Don't mind the high speed of the RAM, it was cheapest O.o
There isn't anything you would need to upgrade to stream
    PM me weird stuff :3
