Well a quick change for the rogue would be to modify the damage of sinister strike by 0.8 in the rogue source file. If you nerf the energy to 40e this will keep the DPE of SS the same. This is probably desirable because if we're investigating DPE vs CPPE, should probably keep the DPE the same if you're going to alter the cost of sinister strike. The old values of sinister strike had lower DPE than the current one (energy cost was increased by 25%, damage was increased by about 65%).
