Allow me to illustrate my point. Go here, click "Play", "Attack", and "Death".

Several Harpy NPCs in WoW can communicate with the player, like the the Witchwing Harpies when they are aggroed and the quest in Mount Hyjal where you have to interrogate Marion Wormwing.

Also, the Raging Worgen Hearthstone card doesn't have any quotes that are "intelligible to the human ear".

Harpies have no males, they just either mate with male birds or rape the men of Azeroth to produce their offspring (canonical references debated). I don't think that's a good candidate for a playable race. Also consider they're extremely hostile and territorial, and barely have a real society or culture.

First: That's nice, but harpies can't not fly. That means they MUST attack while flying. And that makes any limitations considering flight and combat rather silly.
Second: I didn't say they don't have homes. I said they don't have civilization. There's a rather huge difference; there are many peoples on earth that don't have homes, but do have civilizations. The Harpies don't even have stone tools.
Third: So are high elves, jungle trolls, frost trolls, mountain trolls, blood elves, naga and satyr.
