Though not as contentious as Scottish independence or EU membership, some Britons believe that England should have a devolved parliament or several devolved regional parliaments. Currently England is the only country in the United Kingdom that doesn't have a devolved parliament, whereas Scotland, Wales and Northern Ireland do. Some argue that since England has a much larger population than all of the other Union members, that a devolved parliament isn't needed. Others argue that it the people of England deserve to have their own devolved government, just as much as those living in any other Union country.
One argument that is often put forth in favor of devolution is the West Lothian question. The West Lothian question is a dispute where Scottish, Welsh and Ulster (Northern Irish) MPs are allowed to vote on laws that only affect England, but the English MPs aren't allowed to vote on laws that only affect Scotland, Wales and Northern Ireland. Others argue that this could be solved without devolution, by only granting English MPs the right to vote on English affairs. Still others contest that laws affecting England, and possibly even other constituent states, have an impact on the others, and should be open to debate for all MPs.
A counter proposal to full English devolution would be to grant devolution to different regions in England. The argument for regional devolution is that since England is the largest country in the Union, the politics of an English parliament would be very similar to those of the Westminster (British) government. Currently the city and area around London have been given some autonomy and devolution, though no other regions in England have. With that being said, most regions in England already have local governments in some form or another. The proposal for regional devolution could also solve, at least partially, the Cornish question; whether or not Cornwall should be an independent country and/or have devolution.
