    Are it wrong the first time you kille garrosh on flex normal or hc its 100% sure you get a wep ?

    It's a CHANCE to get it, not 100%. The first one you get will be for your spec, the rest will be random. You can't get them from bonus rolls.

    That is wrong, there is about 15-20% chance.

    But the first one for each difficulty will be for your current spec, then subsequent ones are random.
