    Blizzard made a huge mistake

    Why does Gul'dan have a human skull necklace and human skulls on his armor when there are no humans on Draenor?

    Looking at the source you gave I'd say this is game breaking and Blizzard should just stop making games. How dare they do this to us?

    Is there a difference between orc and human skulls?

    Probably orc skulls.They look like human skulls without their jaw.

    Draenei skulls, perhaps? Could also be Orcish skulls (some of them appear to be fanged). More than likely it's not meant to be a specific type of skull, just the idea that he'd adorn himself with such to present him as dangerous.

    Seems pretty similar to a human skull, excepting the pronounced brow ridge and fangs in the upper jawline.

    Humanoid does not equal human. Those might be the skulls of any humanoid race or even animals (similar to monkeys or something?). Though they seem to be a tad on the small side.

    Also, given that there's a normal sized human skull on his hip, I'm wondering if it all may just be decorative and none of them are actual skulls.

    Some Gnomish inventions probably backfired, sending a bunch of them to Draenor where they were immediately converted into a stylish necklace. Way to go, Gul'dan!
