Question regarding legendary recipe

Hi!

So I started playing again yesterday after a loooooooooooooooong break.
I found a recipe for a legendary staff. I went to the blacksmith, rightclicked on the recipe, but it's not in the list of the weapons the blacksmith can make.

Now maybe it's because my blacksmith isn't high enough level yet (he's not completely max yet, need to find some item for that)?
Or is there a possibility that I just lost the recipe?

Hope the question is clear, and sorry if I missed something completely obvious ^^

This. I had the same confusion with a crossbow. It showed up once I did this.
