It pretty clearly says on the site that you get the key 2 days prior to launch and that it includes the free level 90 boost.

I bought GW2 and Defiance from go2arena.com they sent me the game key in 3-5 min
before you buy you can ask them for a 5% reduction code via email they will give it to you after few hours

Yeah, I bought about €200,- worth of games from there so far. I asked them (and pre-ordered from there): they'll send out the keys a few days prior to the launch.
