Not literally, but yes. In addition to Oblit and FS you should of course be keeping your diseases up, and utilizing Rime procs on Howling Blast.
Often times, yes. However, there are a few other things you can do:
- Horn of Winter will generate runic power, and with Glyph of the Loud Horn it will almost always generate enough runic power to use Frost Strike.
- Talenting into Plague Leech can also reduce empty global cooldowns. More information about using Plague Leech can be found here.
- You can also proactively prevent yourself from having empty globals by optimizing the amount of runic power you gain through Anti-Magic Shell. Glyph of Regenerative Magic can be very helpful with this.
Couple of things you can do to prevent resource gluts
1) Learn to maximize RP generation with proper AMS use
2) get more haste on your gear
3) learn to use plague leech optimally
4) learn to use blood tap optimally
2 and 3 are easy. 1 requires you to examine fights before hand so you can plan to use it. 4 will just require a lot of practice.

I really don't feel blood tap is very difficult to get the hang of. With a decent level of haste, you can sequence it together with supplying that extra rune for obliterate without having to worry about capping blood tap charges as you'll be dumping it fairly consistently. It's also very handy for clutch soul reapers... you can just macro 'em right together.

Dual Wields howling blast and frost strike spam (oh wait, you can throw in oblits to dump your unholy runes for a minimal DPS gain at a lower gear level) is so much more compelling and fun.
When are you going to stop QQ crybabying about this? Actually contribute something for once.
@ OP, if you're having these gaps of downtime you either:
a) dont ams soak enough
b) have barely any haste on your gear
c) dont use plague leech
Try using plague leech and AMS soaking more first but if they still don't work then gear for a bit more haste until you have a nicely flowing stand still and DPS the boss segment.
Not really. Unholy is better in certain situations, but generally frost is best. The problem with unholy is that when you have to target switch you are severely gimped compared to the instant damage frost offers.tbh if your gonna play 2h just go unholy its way better than 2h frost
EDIT: Not to mention that frost, DW and 2H, offers instant ranged damage, where unholy needs to get up close in order to generate RP for death coils.
