Lockout question

I got a question about lockouts:
If i kill all bosses except paragon and garrosh on 10 normal, will i then be able to join another group that also got paragons and garrosh left on 10 Heroic?

Yeah, you will. Heroic and normal share a lockout, so if there's any bosses remaining, you can do them on any difficulty.

Does this also apply to 10 and 25 man format, to clarify: if a group does first 5 bosses on 25 heroic, can a part of that group continue on 10 heroic?

No, you can't go from 10 hc to 25 hc and vice versa, only normal mode can.
