As said before more than 1 times. In 10 man with splittactic you get them every time for the whole fight. So not 3 or 4 in a row. U get 8-9 in a row (depending on your killtime of course)

Even then, you should have more than enough personals as well as externals to soak every one with no issue.

I just use TS for the prisons, and the odd occasion I block it, never have to call for externals.
