Halp! Upgrade questions

My computer currently consists of these parts, bought 3 or so years ago:

Motherboard: Asus p8p67-pro
CPU: Intel i7-2600k 3,4 ghz
CPU cooler: Stock
Ram: 8gb something, can't remember what.
GPU: Asus geforce 560 ti http://www.asus.com/Graphics_Cards/E...II_TOP2DI1GD5/
HDD: 1x OCZ 64 GB SSD (Windows), 1.5 TB Samsung SATA (Games+stuff), 640 WD SATA (stuff)
PSU: Some old VERY NOISY 600w from old computer, my newer PSU died in an electricity shortcut
Case: NZXT H2 http://www.nzxt.com/product/detail/103-h2-case

So... I was thinking about "fixing" my rig and upgrading it with low cost at the same time. By fixing I mean getting a silent PSU and getting that CPU temperature down, I would get more performance that way, too. Can't use turbo at the moment.

I hope it fits my motherboard/case. Is it a good budget cooler?

500w should be enough for my setup, right? Is that a good PSU?

I was thinking about upgrading my GPU while I'm ripping my computer to pieces anyway. Is there a good low cost upgrade from that GTX 560 TI? I won't buy a new GPU if it's not a notable upgrade in terms of performance. 200e max price, how much more performance I would get with that price? I'm OK with both AMD and Nvidia.

What kind of precautions should I do when changing the cooler? I assume the old thermal paste is burned in there, shall I just put more paste on it and put the new cooler on it?

cpu cooler upgrade and psu upgrade look solid. just wipe off old thermal paste on cpu with isopropyl alcohol (any drug store) with a cottonball and install the 212EVO with the included thermal compound. Only need the size of a grain of rice, all youtube how-to's suggest little as possible.

I would wait on the GPU upgrade. Its around this time when they start announcing new releases. I remember getting my gtx 660TI and BAM, 700 series came out >.> Maybe use the extra money to replace cpu coolers fan. I did with mine, and definitely looks and works a lot better.

I got one for my miner and I love it over my few months old PSU in my gaming rig :/ It's really quiet, but ofcourse the price is bigger.

As for GPU upgrade, the r9 270 is like 50% more powerfull than your 560ti, but I would wait for the 3xx series, unless you can't play games at satisfactory level.

I'm getting a new cpu cooler and psu, although I decided to order a 650 watt version of that PSU, just in case.

I wasn't too fond of the idea of removing whole motherboard and installing the backplate that is in the 212EVO.

I have no issues with the performance on games I play right now, so I'll hold on to the GPU upgrade until the next generation is out.
