The agency that invented what is known as the internet is a verifiable and checkable fact.

If I recall, the internet was created to transmit information in the case war broke out, because as you know, if war was to break out during the Cold War, the consequences would be catastrophic to say the least.

Check wikipedia. It's the Department of Defense (I thought it was the army myself, but I trotted over to wikipedia and checked, unlike a certain head of state).

I also find it strange that a head of state, Putin representing Russia, would say something that is easily found, especially with the resources at his disposal (or hell, the power at OUR everyday fingertips).
