The man is mentally ill. He has filed like 19 other completely worthless suits as well. Here in Florida we have the Baker Act, where you can be involuntarily held to asses your mental well-being. I hope New York has something similar so the judge can get this guy examined when he shows up at the 1st court date.

If the dog had an owner, he can sue the owner. If the dog is a stray, he could sue the bus company. But this is obviously something that courts will just laugh at. Also, it's rather close to a subject of a South Park episode.
