Actually, I'm now assuming that Pauli Rocketspark is a goblin, but was enlisted by Garrosh after the events of the 6.0 pre-expansion event (Red Portal opening, Blasted Lands getting invaded, we drive them back and get ready to go through ourselves), since he's still in the progress of building the Grimrail, so it's still something happening "currently" (as opposed to having been done back when Garrosh first arrived).
