[Books] Trying to remember a book

I'm trying to remember or find a book I read a long time ago, I think it may have been part of a series.

Essentially there's a bunch of killers that are ranked 1-infinite. They have bio chips put into them that track their progress. The main guy starts at like 12 or so and develops a system of fighting called the 89 99 or something steps.

He uses them to become number one by forcing people to fight into his pattern.

I'm going to guess "The Musashi Flex", part of the series "The Matador" by Steve Perry.

The Matador series involves a martial art called Sumito, or the 97 Steps.

The main character of the Musashi Flex is part of a illegal fighting tournament that is ranked.

I've never read it, so I don't know if it involves bio chips or anything like that.
