I think that the Dam in Turkey, near Belkis most likely, was shut down to stop the flow, The dam that they are thinking about shutting down but have not yet is most likely the damn at Al Tabqah in Syria, this damn is under ISIS control though and not the Syrian governments.

It is not their own resources though, it is a body of water which spans across several countries. It was and still is the supply of water for the people living there before even the notion of countries existed.
