You could gem Hit and Exp while still performing adequately as Disc, but that doesn't mean it's optimal. Haste is not optimal for Disc.

Hit/expertise useless, haste somewhat useful, much less so than other secondaries(perhaps excluding spirit once you're no longer running oom). It's a difference in that you will probably see a minor increase with haste over hit or expertise, but you will definitely see a loss compared to either mastery or crit,

I like a haste build for H Thok; being able to fit a PoH in between Deafening Screeches lets me not trip over the other Disc priest's bubbles.
