This seems pretty interesting to me, and possibly could be great for Spriests(?)
However, I suck at math, and was wondering if any math has been run for this
At this point I feel like any and every change is a buff
This seems mostly to balance CoP. Originally each MS cast reduced the cool down by 1s. Now the talent reduces the total cool down by 3s, but the base cool down was increased by 1s. (This makes it fit with 1.5s GCD)
Likely internal raid testing showed the cool down reduction to be too powerful, and the talent as a whole too powerful. Though it is still too early for external math as gear is not finalized, so haste rates cannot give break points quite yet.
