Assurance of Consequence not working as intended

First of sorry for my bad english.

so last night i got the Assurance of Consequence from sha of pride hc and after having upgrading it fully it says in the tooltip it reduced cooldowns på 51% but when looking at my 3 min cooldown all of them are at 1.99 min. Why does it not go down to 1.5 as it says in the tooltip?

Because it doesn't reduce your cooldowns by 50%; "increases the recovery rate" does not mean "Reduces the cooldown by". It's a haste buff to the cooldown.

Let's say Pyroblast takes 3 seconds to cast with 0% haste.
A 50% hasted Pyroblast would be 2 seconds.
A 100% hasted Pyroblast would be 1.5.

In the same manner

Cloak of Shadows has a 60 second cooldown
A 39% hasted Cloak of Shadows has a ~43 second cooldown.
A 50% hasted Cloak of Shadows has a 40 second cooldown.
A 100% hasted Cloak of Shadows has a 30 second cooldown.

To easily calculate the exact effect this trinket would have on any of your abilities:
1/1.X*Y

X = Recovery rate (ie. "39")
Y = Ability base cooldown in seconds

So: 1/1.39*60 = 43.165, Cloak of Shadows cooldown with the normal, non-upgraded version.
