    I too have a useless balcony. It's very small and very low. Anyone who felt inclined to climb up to it could. I put nothing out there for fear of theft.

    That list..... it's actually quite the common list in almost all US apartment buildings. There's in fact reason to it.
    Bear in mind, US residencies, with few exceptions are basically a step above cardboard boxes.
    The buildings are made of wooden frames with some siding slapped on, on the outside, and the rest is drywall sheets, and usually wooden floors.
    Those things go up in flames rather easy. And in case of a fire, the stuff on the balconies (which are usually too made of wood) is to be considered as well.

    Even the walls are cement. My balcony is cement and metal

    A family friend lives in an apartment complex where you're not allowed to have any containers on your balcony, either. She thought they just meant "in sight," so tucked it in a place that was harder to see, but that was also a no-go. The area in question was on the first floor, so I dunno, maybe they were concerned about containers being used as drop locations for stuff?

    I'd go with decorative hanging lights. Sort of like Christmas lights but clearly not.

    That's a very rare thing.. Are you in an old city on the East coast? Assuming you are in the US though.

    Nearly all my highrises here are cement. (at least the new ones)

    Have you checked with the laws yet?
    Usually Canada has much better protective laws for the people, than the US. Here it's basically almost all about the landlord with few exceptions.

    And as rather serious suggestions:
    Garden/Camping furniture.. That should not be prohibited.
    Instead of Christmas lights, insect repelling lights.
    Little lights to hang/stick that work with solar cells/batteries that start to light up when it gets dark.
    Anything that's save and not a fire hazard, or causes bad smells that could bother neighbors.

    Afaik, they have no legal basis in this claim. I have checked as well as spoken to my father who owns few townhouses he rents out. He told me to put things on the balcony.
