It's because it reduces the threat to all enemies near you, which means it affects enemies, which means it's "technically" an offensive ability.
If you kill Protectors fast enough, you can have 3 trinket procs strengthening your dots as you'd swap your PBoI once it's procced to an RPPM trinket quickly before the fight starts, since your dots can last up to 90-120 seconds

yes it does proc trinkets if you're out of combat and in range of mobs/boss , aprently its a trick top players bother with to whore meters , so just watch them coming here crying that you revealed it ^^
