Rouge PvE/PvP

I have a rouge I boosted a few years back when they did the level 80 boost during Cataclysm, I leveled him to 85 and just left him alone. I would very much like to level him and somewhat gear him in anticipation of the new expansion. I am lost when it comes to sole damage-dealing classes. What are the main differentiations between the specs, and which are more preferable endgame PvE, and more importantly for me at least, PvP? Cheers!

All are viable for leveling and in raids. Once geared, Combat is generally the most useful across raids, and sub retains its place as the sole spec for serious 3s, and remains dominant in all of PvP.
