I don't think it's a graphical error. His head is shaved with some slight head-stubble (if you can even call it that XD) apparent. I think it's on purpose!

Probably because they weren't content with how Jesus-Thrall turned out after all and pull yet another 180 with WoD, transforming him back to his Warchief badassness. Whatever the case, he's probably present enough at least in the Horde's WoD story, otheriwse it wouldn't make sense to give him a new coat of paint, again.

Personally I think he looks better this way, his previous hair style just felt wrong somehow. Though I still prefer his pre world shaman look.

Because that's the only way Blizzard knows how to make a character look prominent. Kael'thas was always like the height of a three story building everytime you saw him.
