Can someone help me decrease the file size for this GIF picture?

I'm trying to reduce this picture to 20 kb so that I can use it as an avatar but I can't get it to go that low without being on 100 kb, even though it's like 2-3 frames on this damn thing.

This is the pic:


I only want Garrison (the guy on the right) in the picture, I want it to be a size so I can use it on these forums, and I don't want it to look too shitty.

I've experimented and this is as far as I've gotten:


But that's still about 79 kb for me. Can someone help me?

You'll have to resize and chose the area you want yourself, but it should be easy with this:

That image is just 19KB, and should be equal - if not superior - quality.
