First of, It's "max level" Molten Core, not 90. And as to when, quite obviously November 17th as that is when the Anniversary is.

see other threads about the speculation but "max level" implies it is not 90 since it would have said 90 - and the anniversary is in Nov i believe so WoD should be released well before then,
