garrison question - follower gear?

I never was able to figure out how to improve my follower's item level in the previous iterations of beta, and I can't find my follower's item levels any more. Is this still a thing? Where do I look to see what my followers have equipped? Do I just hand them BoE greens or crafted gear? Is this something I can't do until I'm level 100?

If you go to your mission table, there should be 2 tabs at the bottom, missions and followers. If you click followers, it will show all of your followers with their item level. It you click on them, it will show you their gear. Also, if you go on the level 100 PvE server, you'll spawn next to what will be your garrison, and an npc that provides cheats for your garrison, one of which gives you an item to instantly boost a follower to level 100 and ilvl 600.
