Only if your other secondaries also scale poorly compared to other classes. You can still stack certain stats and avoid others, you just can't optimise it quite as precisely as before, though with hit and expertise gone, you also don't need to.

But this is about the relative value of secondaries within your own spec, so that's irrelevant anyway.
