WoD beta is divine purpose bugged or what?

so o just got into beta and there is one thing i don't get, before divine purpose used to give your shield of the rigtheous a chance to reset [having be able to use it free of cost, it could repeat so it gave you a nice chains]
but now in the beta divine purpose makes your shield of the righteous to reset other abilities [wog and light of dawn] but while playing in a beta my shield still would reset.
So i looked at improved abilities, look at other abilities read stuff etc and i cant find anything, so my question is am i missing something? is it bugged or how does the stuff works now?
