Why is Japan considered one of the safest countries in the world?

What with the excessive earthquakes, tsunamis, biker gangs, Yakuza, otaku (or perverts in general), serial killers, and some of the insanity that runs rampant on their media, why is Japan considered so safe? I've heard the last time that it was ranked the 3rd safest place to live worldwide.

I've never been there so explain this to me or give your opinion on it.

I think it is best to avoid starting a thread where you essentially say Japan is a terrible country and ask why people say it is not.
