Scaling Issues Addressed with WoD ?

I havent been playing for a bit, but I've been reading the changes for WoD, and I'm wondering if blizzard addressed the poor scaling for hunters?

I remember hunters usually starting out strong early expansion and then falling way behind mages, locks, etc once they got decent amount of stats.

Anyway, any changes Ive missed that cause hunters to scale better with gear?

so far all the abilites with bad scaling have been redesigned to have no base dmg and higher scaling coefficients, but the actual numberpass isn't progressed far enough to be able to draw conclussions regarding the actual outcome
