You can add them to your ignore list, but there is no way to guarantee that you will never be matched with that person again.

Sadly it doesn't work, at least in LAN, i've played with players that are on my ignore list more than once :/

I just put people on my ignore list and look at it while in champion select, if anyone is on my ignore list I will just queue dodge as they are very toxic or they are simply just bad. Queue dodge > losing 20 lp
