Latest Simulationcraft Combat rotation confuses me...

So, I was reading through the WoD rogue simulationcraft rotations and stumbled across a weird condition that doesn't really make sense to me :/

I think it refers to being 1 attack away from Deep insight. This is because you need 4 attacks per stage-advance. That means you need for example 12 sinister strikes until you enter deep insight. So 11 would mean you'd be in moderate insight and 3 hits into it (1 attack from advancing to Deep insight).
