Just returned to the game. Is Grace still a passive?

I cant seem to find it or proc it. However someone said on the beta its shield is 30% now. So i am super confused.

Yes, it's a passive +30% healing now, but it's not in the spell book for whatever reason.

Because apparently it's easier for new players to take it in the enormous complexity of WoW by intentionally obfuscating passive abilities.
