    The United States very explicitly refused any involvement in the ICC, and the chances of the US ever involving its internal legal affairs with the international community is slim to none. So technically the US can't prosecute individuals in courts that it isn't involved in.... and by the same stroke, other nations can't press the US to deliver its citizens to an international court.

    Again no, nations can prosecute people in their own (local) courts for war crimes too.

    So what is it that you are so confused about? US didn't prosecute people they didn't have strong evidence against and thought it was just easier for them to deport those people and strip them of their citizenship.
    So don't you find it a bit hypocrite to call yourself the "world police"? And since when is not having strong evidence reason enough for deportation? Either you have evidence or you don't.
