it is the same staff, they didn't update the models of those who boosted before the patch yet.

I know the armor is obtainable from the garrison salvage yard building. I don't see why the weapons wouldn't be too.

Yea but it's talking about level 90. And the guide being this simple is probably directed at boosted characters.
