No, because when you AoE fear people you have no need for another fear within 5 seconds anyway.
Perhaps if it puts other CC's on a 10 second CD or something that would work, but if a 5+ second CC puts your other CCs on CD for 5 seconds that really doesn't have any effect at all.

As the other two have said, no. There's really no need for consequences and it seems to be becoming a bad habit around here to ask for abilities back while tacking on some drawback when frequently, there's really no reason for that drawback, because the ability was fine to begin with and the class doesn't suddenly become overpowered by having it back.
So no, as with Fel Flame, stop asking for things the class should have as standard back with some dumb penalty. Half of these things should just be back without having to promise Celestalon that you'll do all of your homework and clean up your bedroom.

If you think melee are fine and that warlocks are in an okay spot then you're being biased. The only way in which warlocks can be good or OP now is if they have one shot mechanics to make up for their shitty playstyle. I'm guessing you'd rather have that instead? Give affliction Demonic Breath snare baseline please.
They currently have NO way to kite, at all, other than teleport.
Destro needs something to use to remove grounding totem/spell reflect.
Even just letting us use wands to remove them would be sufficient, it's absurd at the moment.
These are the biggest problems confronting me as warlock at the moment.
Nerf ranged range while you are at it.
PvE is already dominated by ranged because they are ranged, taking away melee mobility would just make them all completely useless.

I don't think demonic breath would really fit affliction.
A baseline snare would be nice, but demonic breath is just too much demo
Affliction needs a snare of its own. Since agony is the only borderline "curse" left maybe put a 50% snare on it? Or scale the snare from 30% on application to 70% on 10 stack? Nearly every melee has a passive or uber cheap snare, let aff have one. We are the least mobile ranged who has the hardest time fighting back with a melee on us. We need something and its not like aff's dots when unsupported and not freecasting drainsoul do more than tickle. Literally would take 30-45 seconds to kill an afk with no heals/absorbs/dmg redux/etc. Also melee interrupts need to be 24 sec CD and DR with silence, other interrupts, and perhaps even stuns since a shadow school interrupt on affliction = never DR'ing silence.
