How to use TEB

Hi there,

After reading some guides and messages I'm still not quite sure how should I be using TEB, considering 6.0 and WOD :

- Should I keep 10 stacks in order to use it with FoF ?
- Or can I use it whatever proc/CD (off Xuen) I get ?

And at how many it is viable to use it ? Always 10 ? Above 8 or even bellow considering some situations ?

Use it when trinkets proc or if you are at or above 17 stacks.
