Servers generally have around 20-25% of characters being logged in at any given time. It's impractical to have a huge amount of extra hardware for 1 week out of a 2 year expansion cycle.

Well, I wasn't playing the game at the time. But Star Trek Online form what I have heard at one point was pretty bad.

warhammer online, I was also on the Customer Support side of things so it was *very* bad for me.
