    Blizzard assumes that you completed the quest Ashran Appearance (horde) or Ashran Appearance (alliance) to get the follower Vivianne who will give you a 100% chance to get Ulna.

    If you failed this mission and didn't get Ulna, no sweat. Build a level 2 garrison, build a level 1 Inn, complete the weekly quest to get a new follower and select for Magic Debuff ability counters.
    Granted, you did lose out on a chance to get an epic follower, but at least you can cover yourself for countering Magic Debuff (followers that counter this are rare-ish).

    That's pretty much the issue. If Blizzard assumes you have completed Ashran Appearance (which is right at the end of the level 90 quests) why is it in the first couple of introductory missions after you first build your garrison at level 90? (Or at least not flagged with a warning, since failing the other missions doesn't have severe consequences).

    The point that I and the others are trying to make is that we don't NEED her at level 96, we NEED her at level 90-91 when she's necessary to make up 3 follower parties, and critical to the success of the many missions requiring a magical debuff at those early stages. I don't care if I get her at level 96. The alt who got her was quickly streets ahead with his garrison follower progression, and the one who didn't was at a huge disadvantage (to the point of having no missions to do, thanks to too few followers or too low a success rate). It's not much fun to play hamstrung by a tutorial sequence outcome.

    It seems that the seeding of this mission could use some design tweaks.
