what do i need to raise the herb garden/ pet battle hut? how do i get more plans. ive cleared every zone but shadowmoon.

You can buy them right near your architect table.

If later you earn a book turnin, you can trade it in for a plan in ashran and just sell it back for 1000g/1500g if you don't need another plan at that point. So you're not out the gold if you spend it now, and you have the use of the upgraded building while you quest.

Doh, I didn't know this and threw away 2 plans I received after already buying them. Will keep that in mind for next time.
