MoP Scenarios - cant access?

Ok i just returned to Wow after quitting at the end of Cata... so ive basically got 2 expansions to work through

Ive got the the Scenarios in MoP and picked up 'The King and the Council' quest but upon activating the Dream Brew and selecting the correct choice it doesnt que. I get the message "you do not meet the requirements for the chose dungeons".

I am currently lev96 with ilvl 539.

Are Scenarios still active?

Does anyone know what im doing wrong?

You need 100 if I'm not mistaken.

I don't think you have to be level 100, I think minimum is 91 but you can't queue through the dungeon finder which is what the quest is trying to do.

Go to the place above Mogu'shan Palace where the archaeology vendors are and there are some NPCs who let you queue for Pandaria scenarios.
