Does blizz have a handicap for the lower pop faction?

I play on realms where Horde out number the Alliance and practically every WG Alliance get 4 workshops regardless of who controls WG, now Ahsran Fangraal resets on the horde when almost dead but Kron does not, as well as the leader of the strongholds. I know supposedly Blizz favors the horde but when the Alliance used to be able to bypass the front gates when they where locked in AV and the Alliance gets more workshops in WG and the bugs and glitches seem to work in their favor I must ask, does Horde get a bigger handicap or is this the opposite for realms where there are more alliance?
