Magnets, How Do They Work?

So this achievement either bugged for us or the description is simply confusing.
It says:
"Defeat Orebender Gor'ashan without allowing him to cast Thundering Cacophony 4 times in Upper Blackrock Spire on Heroic difficulty."

Does this mean 4 times in total, or 4 times each time the conduits get activated? Because we accomplished the latter but didn't get the achievement.
